Eesti Pank announces a competition to design a jointly-issued two-euro commemorative coin for the three Baltic states

Eesti Pank is announcing a competition to design a two-euro commemorative coin dedicated to the centenary of the three Baltic states. The coin will mark the approaching 100th anniversary of Estonia, Latvia and Lithuania and will enter into circulation in all three countries simultaneously at the start of 2018. Both individuals and groups of authors are welcome to participate in the design competition. The design for the coin will be chosen through a public vote online.

To celebrate the 100th anniversary of the Baltic States, the central banks of the Baltic States − Eesti Pank, Latvijas Banka and Lietuvos Bankas − plan to issue a 2 euro commemorative coin with a common design on the national side, in the beginning of 2018. When received as a means of payment, this 2 euro coin has to remind the citizens of the Baltic States and elsewhere in the euro area of the determination of the Baltic nations to defend their statehood, acquired 100 years ago or re-established again. At the same time the coin has to be a testimony of the unity of the Estonian, Latvian and Lithuanian nations and their readiness to cooperate for the sake of their independence and freedom.

The juries of the central banks of the three Baltic states will each select two of the designs submitted in their country in the first round of the competition, and the chosen designs will progress to the second round and the public vote. The results of the first round will not be published. Two designs from each country will be entered anonymously in the second round of the competition and the final result will be decided by an online vote. The exact conditions for the online vote will be published once the central banks have made their initial choice.

Designs submitted as competition entries should only be for the national side of the coin. The design should contain elements that make it clear that the coin is dedicated to the 100th anniversary of the independence of all three Baltic states. The compulsory elements of the design are the year 2018 and the word "Baltics", which will be replaced by the national name of the issuing country for each coin, Eesti, Latvija or Lietuva. The design should also use the circle of twelve stars around the whole national part of the design. The twelve stars must appear as they do on the standard two-euro circulation coin.

The deadline for the submission of correctly formatted designs is 6 March 2017 at 12.00. Designs with a one-word title should be sent in a sealed envelope to Eesti Pank by the deadline to: Mündižürii, Eesti Pank, Estonia pst 13, 15095 Tallinn.

The results of the online vote will be announced by 30 June 2017 at the latest. Candidates who get through to the second round will receive an award of 1000 euros for each successful design. Once the coin is released, the winning designer will receive a prize of 1500 euros.

The central banks of Estonia, Latvia and Lithuania will jointly issue two-euro commemorative coin into circulation in early 2018.

Darin heißt es zum Schluss:

"Each year, every euro area country is entitled to issue two 2 euro commemorative coins as well as one more commemorative coin within a joint programme of several euro area countries provided that such a programme is organised." (Fettdruck durch mich)

Es heißt "several" und nicht "all". Das klingt ganz so, als ob die Gemeinschaftsausgabe der drei baltischen Länder nicht auf die Maximalzahl von zwei Gedenkmünzen pro Jahr und Land angerechnet würde...

Vermutlich eine unpräzise, irreführende Formulierung der Latvijas Banka, denn in Artikel 4 der EU-Verordnung

... und wenn es 2018 dann noch eine "große" Gemeinschaftsausgabe (100 Jahre Ende des 3. Weltkriegs?) geben sollte,

  • The number minted of two-euro coins dedicated to the 100th anniversary of the Republic of Estonia will symbolically be the same as the population of Estonia
  • The six best designs for the joint anniversary coin for the Baltic states will be entered in a public vote across all three of the countries
Eesti Pank will issue into circulation at the start of next year two two-euro commemorative coins, design competitions for which are currently underway. The design competition for the two-euro commemorative coin dedicated to the 100th anniversary of the Baltic states runs until midday on 6 March and the competition for the two-euro commemorative coin for the 100th anniversary of the Republic of Estonia runs until midday on 10 March.

The date 24 February 2018 marks the 100th anniversary of the Republic of Estonia, and Eesti Pank is issuing a two-euro circulating coin with a special design in honour of this. The coin is intended to symbolise the people of Estonia, and so 1,317,800 coins will be minted to match the population of Estonia on 1 January 2017 according to data from Statistics Estonia. The deadline for the submission of designs for the competition is 10 March at 12.00 midday.

Latvia and Lithuania are also celebrating their 100th anniversaries in early 2018, and so the central banks of Estonia, Latvia and Lithuania will issue a two-euro commemorative coin with a common design into circulation in the three countries simultaneously. The small Baltic states have striven hard in defence of their independence, and within a short period 100 years ago, each one became a free and democratic country. Independence was regained again at the start of the 1990s. Estonia, Latvia and Lithuania have stood up for their shared values and have worked together to maintain their independence, freedom and sovereignty. The two-euro commemorative coin to be issued marks the shared history, values and efforts of the three countries and will act as a reminder of those values to the residents of the rest of the euro area. The deadline for the submission of designs for the competition is 6 March at 12.00 midday.

Everyone can have a say in designing the common coin for the Baltic states as two designs from each country will be entered in a public vote where everyone can vote for one design over the internet. The exact conditions for the online vote will be published once the central banks have made their initial choice.

Both coins will enter circulation in early 2018.
